Tax-Exempt & Governmental Plan Administration (TGPC-1)

NTSA Academy has designed the Tax-Exempt & Governmental Plan Administration (TGPA) certificate program to meet the needs of pension plan professionals. The course focuses on the administration and compliance requirements of 403(b), 457(b) and other plans maintained by tax-exempt and governmental entities. These issues include but are not limited to eligibility, vesting, contributions types and limits, nondiscrimination rules, allowable investments, contract exchanges, transfers and plan documents. Please refer to the TGPC-1 syllabus for specific learning objectives and exam topic weightings. 

Upon successful completion of the TGPC-1 exam, the TGPA certificate will be immediately issued online. Successful completion of the certificate program also counts toward the requirements for the Tax-Exempt & Governmental Plan Consultant (TGPC) credential.

Exam Details

  • Open-book, online, untimed
  • 75 questions, comprised of both multiple choice and true/false
  • Minimum passing score: 64 out of 75 
  • Immediate grade notification

Average Estimated Hours of Study

40-60 hours study time per exam (depends greatly on the experience level of the student).

Exam Attempts

In order to allow candidates two opportunities each year to pass the TGPC-1 exam, there are two attempts of the exam. Candidates can only take the same attempt of the exam once per program year. If a candidate fails one attempt, he or she can purchase and take the second attempt in the same calendar year. If a candidate fails both attempts of the exam in the same calendar year, the candidate will be required to wait to complete the exam until the next year.

Candidate examination records are aggregated; therefore, an exam(s) will be disqualified if a candidate completes the same attempt of the exam in the same calendar year.

There will be no exceptions. Online and practice exams cannot be postponed to a future testing window or program year.

Continuing Education (CE) Credits


Candidates who have successfully completed a certificate program examination will earn 7.5 CE credits. Credits will be applied to the CE cycle in which the score is issued. For more information on CE credit click here.


Seven (7) ERPA credits for successful completion of the TGPC-1 exam may be awarded.

IRS ERPA Credit Program Number: CZTXU-Q-00006-12-S

The final decision as to the number of ERPA credits rests solely with the Internal Revenue Service.


Grandfathering Rules

Master Certified Retirement Specialist (MCRS)

Those with the Certified Retirement Specialist (CRS) designation will be given credit for the TGPC-1 exam for purposes of obtaining the TGPC credential, but will need to take the TGPC-2 exam. Upon successful completion of the TGPC-2 exam, a CRS will need to complete the credentialed membership application and apply for the TGPC credential.
